Intense discussions during successful Assembly

FIFPro Division Europe celebrated a successful extraordinary General Assembly, according to the huge attendance, the intense discussions and the reactions and conclusions of all participants.

 

All 24 members of FIFPro’s Division Europe sent representatives to FIFPro’s head office in Hoofddorp, The Netherlands, on 9 March. The union members showed their engagement, as they produced lengthy and lively discussions, that ultimately proved to be very fruitful.

 

The three most important issues discussed were:

  • the Specificities of Sport
  • the Social Dialogue
  • the Squad Size Limits.

 

Concerning the Specificities of Sport, the General Assembly noticed that there is an ongoing debate about the consequences of the Lisbon Treaty. FIFPro Division Europe is of the opinion that this treaty will not influence the Specificities of Sports. The European Court of Justice will determine the boundaries on the basis of a case by case management.

 

The General Assembly decided that the Social Dialogue is the best instrument to come to solutions regarding labour issues in European football. Therefore the General Assembly regrets that the Minimum Requirements for Player Contracts are still not implemented, within the European Law regarding the so-called Autonomous Agreement.

 

The General Assembly considers that it is absolutely necessary to introduce the Minimum Requirements in order to take the first step towards solving the problems in European football.

 

The General Assembly unanimously expressed to be in favour of the implementation of a European financial licensing system, in which the break-even rule is of the utmost importance. The introduction of such a system bears no delay.

 

Finally, a legal analysis concerning the Squad Size Limits proposal was discussed by the General Assembly. The conclusion is that there are large legal objections against the implementation of the Squad Size Limits. Besides, the General Assembly spoke in detail about the consequences that have occurred in countries with already existing Squad Size Limits.

 

Philippe Piat, president of FIFPro Division Europe, said he was ‘extremely satisfied’ with the results of the extraordinary meeting. ‘This was a very successful general assembly. We had some intense and fruitful discussions, especially on the Squad Size Limits. And in the end, the board received a unanimous mandate form the General Assembly.’
